ORDER :
In the reference 5th read above, the Commissioner of Panchayat Raj and Rural Employment, Andhra Pradesh, Hyderabad reported that the Grama Panchayat elections are conducted and the Sarpanches have taken charge of the Grama Panchayat administration but the General Funds and other grants are being operated by the Panchayat Secretary and Special Officer. The Commissioner of Panchayat Raj and Rural Employment, Andhra Pradesh, Hyderabad has requested to issue further instructions with regard to operation of funds in the Grama Panchayats.
2. After careful examination, the Government have decided to continue the existing system of joint signature in the interests of transparency and accountability as ordered vide reference 4th read above. Accordingly the Government hereby order that “all Scheme Funds as well as Gram Panchayat Funds shall be operated by the Sarpanch with the Joint Signature of Panchayat Secretary”.
3. The Commissioner of Panchayat Raj and Rural Employment, Andhra Pradesh, Hyderabad shall take further action accordingly.
