In exercise of the powers conferred by sub-section (1) of Section 268, read with sub-section (1) and (3) of Section 126 of the Andhra Pradesh Panchayat Raj Act, 1994 (Act 13 of 1994) and in super session of the rules issued in G.. Oh. MS. Number 215, Panchayat Raj department, dated 4 March 1965, the governor of governor of Andhra Pradesh hearby makes the following rules.
1. Short title:-These rules may be called Andhra Pradesh, Gram Panchayat (power to Naming of Streets and Numbering the Buildinga) Rules, 2000.
2. Naming of Streets:-
- (1) Every Gram Panchayat may cause a name to be given to any street in its limits and publish such name at three conspicious places in the village for eliciting public opinion before a specified date not being less than 30 (thirty)days from the date of such publication.
- The objections are suggestions, if any, received from the public on or before such date shall be considered by the Gram Panchayat before the name is approved.
- The name given to each street shall be exhibited conspicuously at the beginning and at the end of each street.
- Every member of the Gram Panchayat shall protect the name board given in the street.
3. Numbering of building:-
- Every Gram Panchayat may cause a number to be given to each building in the Grama Panchayat to the side or outer door of the building to some place at the entrance of the building and in such convenient manner, and in accordance with such directions as may be issued by the Government from time to time.
- Every owner of the building shall protect the number given to the building and shall replace it, if it is removed or defaced.
4. Prescribed authority:-
- The authority for the purpose of sub-section (3) of Section 126 shall be the Executive Authority of the Grama Panchayat.
- In case if the owner fails to replace the number of building, if it is removed or defaced, the Executive Officer, executive officer of the Gram Panchayat shall issue notice and replace the same.
