Rural connectivity- Modalities of execution of works

ORDER


With a view to providing road connectivity to all the SC/ST habitations and to improve the infrastructure in the rural areas helping in growth of rural economy, Government sanctioned the rural connectivity project to be executed through Panchayat Raj Engineering department. In the GO read above, orders were issued detailing modalities covering – implementing agency, type of works to be taken up, specifications and standards, technical approvals, entrustment of works, maintenance of muster rolls and such other administrative arrangements for the rural connectivity project.

2.   In the reference 2nd read above, Hon’ble High Court has suspended operation of the clause 6 of the said GO and directed the respondents that the works sanctioned shall be executed strictly in accordance with the provisions of NREGA, 2005 in general and Section 16 of the Act in particular which places the responsibility for execution on the Gram Panchayats.
3.    In view of the above, Government examined the matter in detail and decided that the following modifications issued:
  1. The Gram Panchayats concerned shall execute the works identified and sanctioned by the District Collectors under the Rural Connectivity Project under NREGS.
  2. The execution of the works shall be strictly as per the provisions of the NREG Act, especially that of Section 11 of Schedule I of the Act (which prohibits use of contractors).
  3. The quality of the works shall be constantly & effectively monitored by the PR department.
  4. All other guidelines for execution of the works prescribed in the above GO shall remain unchanged.
4.    Commissioner PR and Engineer-in-chief PR are requested to communicate the same to the field level engineering staff and ensure that the works already identified are expedited for early completion.
