ORDER:
In the G.O. read above orders were issued permitting the Commissioner, Panchayat Raj & Rural Employment, Andhra Pradesh to establish State Panchayat Resource Centre (SPRC), State Project Monitoring Unit (SPMU) at the state level, District Panchayat Resource Centre (DPRC) &
District Project Monitoring Unit (DPMU) at District level, and Gram Panchayat Resource Centre (GPRC) in every Mandal in the state for effective implementation and monitoring of the scheme as per the plans approved by Government of India. Government have also issued operational guidelines to bring clarity in the functioning of above structures as a part of implementation of Rajiv Gandhi Panchayat Sashakthikaran Abhiyan (RGPSA) scheme.
2. The Commissioner, Panchayat Raj & Rural Employment, Andhra Pradesh in his letter 3rd read above, submitted proposal for according sanction for staffing pattern required for the above Institutions duly giving functional responsibilities of each functionary for smooth functioning of these Institutions.
3. The Government after careful examination of the matter hereby accord sanction for the following posts to the newly created Institutions of SPRC, SPMU, DPRC, DPMU and GPRC in the state on outsourcing/contract/deputation basis for effective implementation of the RGPSA Scheme. The details of qualification and remuneration are given in the annexure to this order.

4. The role and responsibilities of the above Institutions have already been defined in the G.O. issued in the reference 1st read above. The above sanctioned posts shall be filled as per the approved action plan of Ministry of Panchayat Raj, Government of India from time to time. The above institutions should work with the institutions established in Rural Development and other allied Departments to achieve convergence. The State Panchayat Resource Centre (SPRC) should work in close coordination with the Extension Training Centres and DPRCs in implementation of capacity building activities.

5. The Gram Panchayat Resource Centre at the Mandal level should work under close supervision of Extension Officer (Panchayat Raj & Rural Development) and overall guidance of Mandal Parishad Development Officer concerned. This resource centre shall provide all necessary support to all
Gram panchayats within the Mandal in their day to day functioning and also provide continuous training to all elected members of Gram panchayats.
6. The Commissioner, Panchayat Raj & Rural Employment, Andhra Pradesh, Hyderabad is requested to take necessary further action in the matter.
7. This order issues with the concurrence of Finance (HR.I) Department vide their U.O.No.2282/85/A1/HR.I/2014 dated 5.11.2014.
