Adaption of Budget and Annual Accounts and Registers in the revised Formats prescribed by Comptroller and Auditor General for Panchayat Raj Institutions - Orders - Issued.
PANCHAYAT RAKAND RURAL DEVELOPMENT (ACCOUNTS-I) DEPARTMENT
In exercise of the powers conferred by Sub-section (1) of Section 208 read with Section 266 rules for maintenance of Registers and Accounts by Mandal Parishads and Zilla Parishads were issued in the references 1st read above and in the said rule 15, it was ordered that the Annual Accounts shall be prepared by the Mandal Parishad/ Zilla Parishad in such form as may be prescribed and submitted to Zilla Parishad/Government. Similarly in exercise of the powers conferred by sub - section (2) of Section 268 read with 174 and 199 of the A.P.P.R. Act 1994 orders were issued in the reference 2nd read above and in the general rule 3, it was ordered that the Budget of every Mandal Parishad/Zilla Parishad shall be prepared in Form -A appended to the rules.
2) Similarly in exercise of the powers conferred by Section 77 read with Section 268 (2) (v) and (vi) rules were issued for preparation and submission of Budgets of Gram Panchayats in the said reference 3rd read above and in the said rule 3 the Budget of every Gram Panchayat shall be prepared in such a form as may be specified by Government from time to time.
3) The 11th Finance Commission has recommended that Comptroller and Auditor General of India would prescribe the formats of accounts for local bodies. Accordingly in consultation with the principal Accountant General, Andhra Pradesh, Hyderabad the formats and accounts that has to be adopted in the Panchayat Raj Institutions were scrutinized and finalized and also it was decided to adopt the revised annual Accounts/Budget and the Registers of records, that are to be maintained in the Z.Ps/ M.Ps/GPs are communicated herewith to the Commissioner Panchayat Raj, Rural Employment, Hyderabad for communication of the formats to all the Chief Executive Officers, Zilla Parishads/District Panchayat Officers in the State for their adoption with immediate effect.
4) The Commissioner, Panchayat Raj and Rural Employment Hyderabad is requested to take necessary further action in the matter.
