ORDER:

1.  In the G.O. 8th read above, orders were issued constituting a District Level Committee (DLC) with the District Collector as the Chairman of the Committee for regularizing the existing fresh water aquaculture ponds and for registering new fresh water aquaculture ponds and the guidelines to be followed by the District Level Committee in view of the policy of the Government that fresh water aquaculture should not cause any detriment to the ecology and environment and also that aquaculture activities have to be regulated to protect the livelihood of various sections of people.

2.  In the meantime the Government of Andhra Pradesh has taken a decision to exempt lands converted to aquaculture from payment of NALA (Non-Agricultural Land Assessment) Tax vide the notification 14th cited.

3.  The Government have conducted series of meetings for hearing the grievances of the aqua farmers. During the meetings, suggestions were made to streamline the implementation of the guidelines for granting permissions for fresh water aquaculture and their renewal

4.  The Commissioner of Fisheries has sent comprehensive proposal vide reference 18th cited. The Government after careful examination of the proposal of the Commissioner of Fisheries and in supercession of the orders issued in the G.Os., vide references 8, 9, 10, 11 and 12 read above, hereby issue the following comprehensive and consolidated instructions and guidelines to consider the cases for regularization of existing unregistered fresh water aquaculture farms and also for registering new fresh water aquaculture farms:-

  1. No person shall carry on fresh water aquaculture without registration in accordance with this order.
  2. The District Level Committee shall be the Competent Authority to permit fresh water aquaculture by registration.
  3. The District Level Committee shall consist of the following members to consider the applications in accordance with this order:-

    9 Eminent Environmentalist Member

  4. The Government shall nominate the members at Sl.No.7, 8 and 9 of the District Level Committee from time to time. Separate orders will be issued in this regard. Their tenure shall be 3 years.
  5. The Member-Convener may invite the District Forest Officer for the District Level Committee meetings whenever forest lands are involved.
  6. There will be no State Level Committee.

Paternity leave to Male Government Employees

ORDER:
               In the reference reade above, Government have constituted Pay Revision Commission. Among other things the Pay Revision Commission, 2005 has recommended for sanction of 15 days Paternity Leave to all the eligible persons and this leave to be restricted to two children for a family.

2.     Government have accepted the above recommendation of Pay Revision Commission,2005 and accordingly order that the competent authority may grant Paternity leave of full pay to married male Government employees temporary or permanent for a period of 15 days subject the condition that is shall be granted to those with less than two children.

3.      These orders shall come into force with immediate effect.

4.      Necessary amendments to the relevant rules will be issued separately.

ORDER:
           
              Keeping in view the Telangana Panchayat Raj Act, 2018 (Act No.5 of 2018) Government have decided to issue rules relating to the Duties and Responsibilities of Panchayat Secretary in supersession of all earlier orders thereof.
           
            Accordingly, the following notification will be published in the Telangana Gazette, dated: 26.09.2018.
NOTIFICATION
           
              In exercise of the powers conferred by section 286 read with sections 42 and 43 of the Telangana Panchayat Raj Act, 2018 (Act No. 5 of 2018), the Government of Telangana hereby makes the following rules relating to the Duties and Responsibilities of Panchayat Secretary in supersession of all earlier orders relating thereof:-

RULES

Short Title: These rules may be called the Telangana Panchayat Raj (Duties and Responsibilities of    Panchayat Secretary) Rules, 2018. 
Definition: In these rules “Act” means Telangana Panchayat Raj Act, 2018.

DUTIES AND RESPONSIBILITIES OF PANCHAYAT SECRETARY


The Panchayat Secretary shall, -


  1. Discharge all the duties and responsibilities entrusted to and imposed upon him under Section 43 and other provisions of the Act.
  2. Prepare the agenda on the subjects specified in Sub-Section (8) of Section 6 of the Act and other necessary subjects with the approval of the Gram Panchayat.
  3. Display or Publicise the Agenda notice as follows
  4. i   By beat of drum in the village 
    ii  By affixing the notice at three conspicuous places in the village. 
    iii By affixing the notice on the notice board oh the Gram Panchayat 
    iv Or by any other means so that communication reaches maximum number of members.
  5.  Communicate the Gram Sabha Agenda to the members of the Gram Panchayat.
  6.  Be subordinate to the Gram Panchayat and function under the administrative control of the Sarpanch.
  7. Attend the suggestions made by the Members of Gram Panchayat and implement all resolutions of Gram Panchayat.
  8. Visit the localities/habitations of Scheduled Castes, Scheduled Tribes and other weaker sections in the Gram Panchayat area for ensuring the services provided by the Gram Panchayat are properly delivered in those areas and also strive to eradicate untouchable in any form.
  9. Prepare the annual Administration report of the Gram Panchayat and submit the same to the Gram Panchayat for its approval.
  10. Prepare monthly progress report on the Gram Panchayat administration and place it before the Gram Panchayat at its monthly meeting.
  11. Along with the Sarpanch, submit compliance report on the inspection report of the higher authorities.
  12. Be responsible for reconciliation of all the accounts and submit to the approval of Gram Panchayat and the reconciliation statement shall be forwarded to Extension Officer (PR&RD) at least once in a quarter.
  13. Verify the documents submitted along with layout proposals and assist the Gram Panchayat in forwarding the layout proposals within 7 days after receipt.
