ORDER:


     The Ministry of Panchayat Raj, Government of India, have launched the new scheme of ‘Rajiv Gandhi Panchayat Sashaktikaran Abhiyan’ (RGPSA) during the 12th Five Year Plan as a Centrally Sponsored Scheme at the ratio of 75:25. This is an umbrella scheme encompassing various components aimed at strengthening Panchayat Raj Institutions as a whole and Gram Sabha in particular to improve the rural service delivery and people’s participation in democratic governance at grassroots level.

2.    In the reference 2nd read above, Government have constituted a high level inter departmental steering committee under the chairmanship of Hon’ble Chief Minister of A.P to oversee the progress of RGPSA and to take policy decisions for ensuring greater and more effective devolution of funds, functions and functionaries to Panchayats. In the reference 3rd read above, Government have also constituted a State Level Executive Committee under the chairmanship of Principal Secretary, PR to finalize the RGPSA plans and monitor the implementation of the Scheme from time to time. In the reference 4th read above, Government have issued detailed guidelines to transform the Grama Sabha into a platform of transparency, accountability and convergence.

3. In the reference 5th read above, the Ministry of Panchayat Raj Government of India, have approved the RGPSA Perspective Plan for the period from 2013-2014 to 2016 - 2017 and also approved the Annual Plan outlay of Rs.20331.85 lakhs for the year 2013-14 and released an amount of Rs. 7624.44 lakhs towards first installment of central share for the year 2013-2014 vide Proceedings No.K-11011/30/2013–DPE, dt.03.12.2013 of GoI, MoPR.

4.    The Para 6.4 of RGPSA guidelines provides for establishment of State Panchayat Resource Centre, District and Gram Panchayat level Panchayat Resource Centres for organizing training and capacity building activities to enhance the knowledge base of Elected Representatives of Panchayat Raj Institutions and official functionaries. Para 6.8 of RGPSA guidelines provides for creation of Programme management units at State and District levels for planning, implementation and monitoring of the RGPSA scheme. The MoPR, Government of India in their Proceedings dt.30.12.2013 in the reference 5th read above have approved the RGPSA perspective plan for the years from 2013-14 to 2016-17 in which the activities of creation of SPRC, SPMU, DPRC, DPMU etc., were included among many other activities aimed at strengthening of PRIs.

O R D E R :-

In the reference 1st read above, the then Government of Andhra Pradesh have established the State Panchayat Resource Centre (SPRC) in the name of the A.P. Panchayat Raj Abhivrudhi Samstha (APPRAS) with the objectives, goals and Bye-laws of the Society and also constituted the Board of Governing Body. The Deputy Commissioner, Panchayat Raj &Rural Employment in his letter 2nd read above has submitted that for establish of State Panchayat Resource Centre in the name of Telangana State Panchayat Raj Abhivrudhi Samstha (TSPRAS) may also be constituted on the same lines of APPRAS duly entrusting the overall responsibilities for improving the efficiency of Panchayat Raj Institutions in the Telangana State.

2. Government after careful examination of the matter, hereby establish the State Panchayat Resource Centre (SPRC) in the name of the Telangana State Panchayat Raj Abhivrudhi Samstha (TSPRAS) with the following objectives and goals as at Annexure. I and Bye-laws of the Society as at Annexure.II. The General Members of the organization are as at Annexure.III.

3. Government also hereby constitute the Board of Governing Body with the following composition:

Annexure-I.
TELANGANA STATE PANCHAYATI RAJ ABHIVRUDHI SAMSTHA (TSPRAS)
Objectives
  1. The society strives to strengthen and improve Panchayat Raj Governance in Telangana State.
  2. It conducts Action Research on various aspects of PR Governance in Telangana State and learning’s of such research studies will be appropriately incorporated into the modules for capacity building and training.
  3. Study the best practices in Panchayat Raj System across the country and disseminate the information to PR Department of the State Government and any Civil Society organizations working in the field of Panchayat Raj.
  4. This society will take up monitoring and evaluation studies on its own. It may carry out such studies at the request of MoPR or the State Government or any other organization on mutually agreed terms.
  5. It will keep liaison with National level PR organization and it will supervise the activities of District Panchayat Resource Centres (DPRCs) and Intermediate Panchayat Resource Centres/Gram Panchayat Resource Centres.
  6. It will develop its own capacity so as to render advice to the Department of Panchayat Raj in State Government on any Policy and Administrative issues and it will strengthen itself to aid and assist, the SFC , SEC also if it is consulted in the relevant issues.
  7. It can co-opt the services of any subject expert or any organization to achieve its objectives.
  8. It serves as a Data Bank on Panchayat Raj Administration touching upon various activities that are undertaken by PRIs.

Annexure-II.
Bye- Laws :
  1. All the office bearers and the members hold their position in exofficio capacity.
  2. The Governing Body shall meet at least once in six months.
  3. In the absence of chairman, the Vice-chairman will preside over the meeting.
  4. The quorum for the meeting is 1/4th of its members.
  5. The Annual account will be audited by Chartered Accountant who is appointed for this purpose by the governing body.
  6. Any staff recruited for conducting of the affairs of the society including day to day administration will be only through deputation/contract/out sourcing .
  7. The qualifications, methods of recruitment and the service conditions of the staff recruited to conduct affairs of the society or any other organization funded by this society will be determined by the Governing Body.
  8. The Society by a resolution can divide itself into two and such a resolution has to be supported by more than half of the members of the Society.
  9. The society may create any other unit or organization for realization of its objectives with the specific approval of the Governing Body and provide necessary funds.
  10. Funds accessed by the Society will be kept in a separate Account with any Nationalized Bank and shall be operated jointly by any two officers as may be designated by the Governing Body.
  11. The Society shall prepare for every year a report of its activities during the previous year and submit the report to the Governing Body on or before expiry of three months from the close of financial year ending by 31st March.
  12. The Society with the approved of Governing Body appoints a Charted Accountant to audit the accounts of the Society for each financial year within one month of the close of the financial year.
  13. New  bye-laws can be added existing bye laws can be modified or amended by the approved of the Governing Body.
  14. The Officer on Special Duty, SPRC, or any other officers specially nominated for this purpose by the Governing Body will have the power to initiate or defend suits or other legal proceedings on behalf of the Society.

ORDER:

In the reference 4th read above, the Ministry of Panchayat Raj, Government of India, have sanctioned an amount of Rs.76,24,44,000/- to Government of Andhra Pradesh as Central Share under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme as 1st instalment for the Annual Action Plan 2013-2014.

2.    In the reference 5th read above, the Finance (Expr. PR&RD) Department have issued Budget Release Order releasing an amount of Rs.25,41,48,000/- (Rupees Twenty Five Crores Forty One lakhs and Forty Eight Thousands only)  under Plan as additional in relaxation of Treasury Control and Quarterly Regulation Orders by obtaining supplementary grants during the year 2013-14 towards Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme.

3. In pursuance of the Budget Release Order issued by the Finance (Expr.PR&RD) Department in the GO 5th  read above, the Government, hereby accord administrative sanction to the Commissioner Panchayat Raj &Rural Employment, A.P., Hyderabad for an amount of Rs.25,41,48,000/- (Rupees Twenty Five  Crores Forty One lakhs  and  Forty Eight Thousands  only) towards   State share  under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme  for the Annual Action Plan 2013-2014 as shown below: (Rs. 4. The scheme shall be implemented as per the RGPSA guidelines issued by Government of India, Ministry of Panchayat Raj from time to time and by following the instructions issued by Government.

 ORDER:
 In the reference 2nd read above, the Ministry of Panchayat Raj, Government of India, has approved the Annual Action Plan outlay of Andhra Pradesh  for an amount of Rs.203.3185 crores wherein construction of State Panchayat Resource Centre Building with an amount of  Rs.1.00 crore has been included and released an amount of Rs.76,24,44,000/- to Government of Andhra Pradesh as Central Share being the 1st instalment  under Rajiv Gandhi Panchayat  Sashaktikaran  Abhiyan (RGPSA) Scheme.
 2. In the reference 3rd read above, orders were  issued for establishing State Panchayat Resource Centre (SRPC) in the name of AP Panchayat Raj Abhivrudhi Samstha. In the reference 4th read above, administration Sanction was accorded for an amount of Rs.25,41,48,000/- from the Budget Estimate Provision 2013-2014 Plan, towards 1st instalment under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme as State share. 


3. The Commissioner, Panchayat Raj and Rural Employment, Hyderabad in his  letter  5th read above  has requested  for allotment of land to an extent of 5 acres situated in Survey No.319 at ETC, Rajendranagar, Hyderabad for  Construction  of SPRC  Building  and   for providing an amount of Rs. 5.00 crores as  additionality for the coming years  keeping in view of the future needs such as training class rooms, faculty /ministerial/technical staff rooms, lodging and boarding facilities for trainees, library and other infrastructure etc. and the work can be grounded  with the amount released for the current financial year 20132014. The Commissioner, Panchayat Raj &Rural Employment has requested the Government to accord administrative sanction for an amount of Rs.6.00 crores and to entrust the work for preparation of estimates of Rs.6.00 crores to Engineer - In Chief (PR)  for construction of SPRC Building which would become a centre of excellence in Panchayat Raj  Governance. 

4.  After careful examination of the proposal of the Commissioner, Panchayat Raj &Rural Employment, Government  hereby permit the CPR&RE to utilize the land to an extent of 5.00 acre situated in Survey No.319 at ETC, Rajendranagar,  Hyd. for construction of SPRC Building with an estimated cost of Rs.6.00 crores, during the Plan Period of RGPSA Scheme. Government also permit the CPR&RE to entrust the work to Engineer -In - Chief (PR) for preparation of estimates of Rs.6.00 crores for construction of State Panchayat Resource Centre Building.   P.T.O.

The High Power Committee of RGPSA, Ministry of Panchayat Raj  Government of India in its meeting held on 31.10.2013  has approved the proposal of State Government for establishment of State Panchayat  Resource Centre vide letter no.K-11015/01/2013-DPE, dt.12.11.2013. The Commissioner, Panchayat Raj & Rural Employment in his letter read above has submitted a proposal for establishment of State Panchayat Resource Center (SPRC) in the name of the A.P. Panchayat Raj Abhivrudhi Samstha (APPRAS). Considering that this Centre be entrusted  with over all responsibilities for improving the efficiency of PRIs in the State by undertaking capacity building and training, study and conducting action research, to be a source of advise to the Department of Panchayat Raj etc., it is necessary to broad base the Governing Body of the organization.

2. After careful examination of the proposal of the Commissioner Panchayat Raj & Rural Employment, Government hereby accept and establish the State Panchayat Resource Centre (SPRC) in the name of the A.P. Panchayat Raj Abhivrudhi Samstha (APPRAS) with the following objectives and goals as at Annexure. I and  Bye-laws of the Society  as at Annexure.II.  The General Members of the organization are as at Annexure.III.
